Senate Bill 2449 on PNP Reform Passes Third and Final Reading

Manila — Senate Bill 2449, which aims to implement reforms in the Philippine National Police (PNP), has been approved on its third and final reading by the Senate. The bill garnered a unanimous vote in favor, with 23 senators supporting the approval and no opposing votes or abstentions.


The bill amends Republic Act 6975, the Department of Interior and Local Government Act of 1990, Republic Act 8551, and the PNP Reform and Reorganization Act of 1998.


Under the proposed legislation, the authority to appoint police chiefs and provincial directors in cities and municipalities will be transferred from current appointing authorities, such as mayors and governors, to the PNP Chief.


The bill also increases the compulsory retirement age of PNP personnel from 56 to 57 years old.


The proposed law also mandates a two-year fixed term for PNP Chiefs.

According to the bill, the status and treatment of the PNP Academy and its cadets will also be elevated.


Cadets will be treated as employees and given the title "Police Cadets," along with corresponding salaries and benefits.
