PROPOSED RESTRUCTURING NG KEY MINISTRIES Sinimulan na ng Committee on Amendments, Revisions, and Codification of Laws ang pagtalakay na naglalayong amyendahan ang Bangsamoro Administrative Code

Sumentro ang unang araw ng roundtable discussion ng Committee on Amendments, Revisions, and Codification of Laws sa Parliament Bill Nos. 48 at 102, o ang Bangsamoro Environment and Energy Act of 2022 at ang Bangsamoro Agriculture, Fisheries, and Agrarian Reform Act of 2022.

Nilalayon ng mga panukala na i-reorganize ang Ministry of Environment, Natural Resources, and Energy o MENRE at ang Ministry of Agriculture, Fisheries, and Agrarian Reform o MAFAR para mapahusay pa ang governance at service delivery.

Tinipon ng komite ang mga legal experts, national agency officials, at representatives mula Bangsamoro ministries sa pagpupulong para magbigay ng feedback at recommendations.

Naghayag naman ng suporta si Department of Energy Undersecretary Giovanni Carlo Bacordo sa proposed restructuring. Aniya, magbibigay ito ng malinaw na policy direction at palalakasin nito ang intergovernmental collaboration.

Binigyang diin naman ni MENRE Minister Akmad Brahim ang proteksyon sa karapatan ng 732 affected public servants. Iminungkahi nitong i-absorbed ang mga ito sa bagong structures ng hindi maapektuhan ang kanilang tenure o salary grade.

Ayon sa mga mambabatas, sa ilalim ng proposed plan, ang bagong Ministry of Environment and Natural Resources o MENR ang mangunguna sa programs on forest protection, watershed management, at biodiversity conservation, habang ang ipinapanukalang Ministry of Energy o MOE ang tututok sa energy planning, renewable energy, at electrification initiatives.

Sa usapin ng agriculture, suportado ni Department of Agrarian Reform Undersecretary Amihilda Sangcopan ang panukalang paghiwa-hiwalayin ang MAFAR sa tatlong distinct institutions, at bingiyang diin ang pag-ayon nito sa national government.

Samantala, ipinunto naman ni Atty. Legis Carl Tabaco ng Bureau of Fisheries and Acquatic Resources ang kinakailangang pagtutok sa fisheries sector upang matiyak ang food security, maprotektahan ang marine biodiversity, at mapanatili ang kabuhayan ng mga mangingisda.
